|SUBJECT:||Implementation of Security Systems Recommendations|
On December 4, 1990, the Board of Supervisors adopted the report and recommendations of this Commission relating to Security Systems in Los Angeles County government. In addition, you requested that this Commission report back periodically on our view of how those recommendations are being implemented. This letter is our first report on that subject.
Our Security Systems Task Force met on February 15, 1991, with Lt. Patrick Soll of the Sheriff's Department, who is the newly appointed County Security Manager. Lt. Soll reports as an Assistant Division Chief in the Public Safety Division of the Chief Administrative Office.
The Task Force was pleased with the rapid assignment of Lt. Soll, and with his actions in the short time he has been in that office. He reported that he has:
Our Task Force has been pleased to observe a high level of activity from the County Security Office, as evidenced by a number of letters and announcements on security training and awareness, incident reporting, a mission statement with a list of planned activities, and review of new and remodeled construction. In addition the reported response to the initial training on rape/assault awareness has been very high, indicating a great deal of employee interest in personal security. Additional training programs will follow.
In summary, the Commission believes the new County Security office is off to a good start in addressing the recommendations you approved. However, there is still much to be done which will require the continuing attention of all interested parties. We discussed some of these points during our meeting with Lt. Soll. We have scheduled our next meeting for June, 1991.
