Dear Supervisors:

On May 6,1992 your board passed Supervisor Hahn's motion "that the Board of Supervisors of the County of Los Angeles hereby support the Economy and Efficiency Commission's efforts to prevent such a disaster (the LA Civil Disorder) from ever happening again and direct the Commission to report its findings and recommendations to this board within 30 days."

In response to your direction and to our sincere and deeply felt concerns for the welfare of our community, the Economy and Efficiency Commission has held discussions to review some of what we feel to be some of the root causes of this traumatic event. Throughout this review we have also attempted to identify the most effective means through which this Commission could contribute, in a meaningful manner, to both the short and long term solutions to this problem.

As a result of these discussions, the Economy and Efficiency Commission respectfully recommends the following:

It is the strong feeling of the Economy and Efficiency Commission that the responsibility for effectively responding to the needs of our community lies with all levels of government, the private sector, the religious community, social groups, and each of us as individuals. It is our sincere hope that Los Angeles County can provide the focus and leadership necessary to bring our community together. The Economy and Efficiency Commission is committed to assisting in this effort and would appreciate the opportunity of participating in finding a solution by volunteering the active support of one or two of our Commissioners.
