CONSOLIDATED FACILITIES DEPARTMENT
At a meeting of the Economy and Efficiency Commission on Monday, August 13, the commission voted unanimously to support the recommendation of the Construction Projects Task Force reaffirming their previous recommendation on the organization of the consolidated Facilities Department. In our report on this organization in September, 1972, we recommended that the consolidated department should include the Architectural Division and appropriate portions of the Construction Division of the County Engineer, the Department of Real Estate Management, portions of the Capital Projects Division in the Chief Administrative Office, and a new Project Management Division.
We understand that your Board has discussed the possibility of removing from this consolidation certain functions now performed by the Real Estate Department, including the administration of Marina del Rey and certain concession functions. We do not believe that this action should be taken now. We recommend, rather, in accordance with our previous report that the Real Estate Department and the other functions associated with the County's planning, design, construction and maintenance of County facilities be placed within the new consolidated department.
If later experience shows that certain of these functions would be better transferred to other County departments, this can be readily done. At this time, however, we think that no action should be taken to delay the formal establishment of the consolidated Facilities Department and the initiation of the examination process to select the head of the new department.
