Commission Officers

Edward Eng, Executive Director     [select commissioner bio]

Mr. Eng is currently the Executive Director for the Economy and Efficiency Commission, an independent external advisor to the Los Angeles County Board of Supervisors. Prior to his career with the County of Los Angeles, Mr. Eng held several executive positions at the Los Angeles Times including: Director of Strategic Planning and New Business Development, and Vice President /Western Regional President. Before joining the Los Angeles Times, Mr. Eng spent 15 years in the utility industry mostly at the Los Angeles Department of Water and Power (DWP) in various management positions including: Senior Marketing Manager, and Project Engineer. Mr. Eng earned his Bachelor’s of Science Degree from UCLA and is a registered professional engineer in the State of California. He received his first Master’s Degree in Electrical Engineering from California State University of Los Angeles, and earned his second Masters’ Degree in Business Administration from Pepperdine University, with an emphasis in strategy formulation. Mr. Eng also teaches strategy, marketing and management courses at UCLA’s School of Business and the University of Phoenix. Mr. Eng was a Board Member of News Corp’s Diversity Council and a Board member of the ATM Group and Joe Barter.com, LLC. Mr. Eng is a Commissioner for the City of La Mirada and volunteers at the Habitat for Humanity, Orange County Chapter. Mr. Eng, his wife Cathy, and their son Brandon reside in La Mirada.

Chun Y. Lee, Vice Chairman     [select commissioner bio]

Mr. Lee is currently serving on the Presidential Counsel for the Peaceful Reunification of Korea. Mr. Lee was the first Korean-American to receive a political appointment when he was appointed to the Zoning Commission for the City of Los Angeles in 1973. In 1977, he was selected by President Carter as a member of the Presidential Advisory Commission on Immigration, and in 1980 to become a member of the Public Social Services Commission. In 1986, he was appointed to the Citizens' Economy and Efficiency Commission in Los Angeles County. Mr. Lee is recognized as one of the premier problem solvers. He has also assisted several companies seeking access to the U. S. marketplace, including Hyundai Motor Co. He has extensive relationships with most key government and business leaders in Korea.

Alan M. Glassman     [select commissioner bio]

Professor of Management and Director of the Center for Management and Organization Development at California State University, Northridge. Received his doctorate in labor relations with cognate areas in social psychology and organizational theory/behavior from the State University of New York at Buffalo. An active consultant in the public sector at the State, County, and City levels in the areas of (1) transformational and profound organization change, (2) strategic planning formulation and implementation, (3) leadership development, and (4) organizational assessments. Served as Chair of the Managerial Consultation Division of the Academy of Management, President of the Western Academy of Management, editor of Consultation: An International Journal, and co-editor/editor of the Journal of Management Inquiry. Authored/co-authored five books and approximately 50 refereed articles; Presented over 60 papers at professional conferences. His latest book is Thinking Strategically in Turbulent Times: An Insider’s View. Recipient of several professional awards for innovative program design and contributions to the profession.

Arne Kalm     [select commissioner bio]

Mr. Kalm is a retired financial consultant and investment banker. He is the founder of American Baltic Capital, an investment partnership focused on Estonia, Latvia and Lithuania, and founder-director of Cresco, a Tallinn, Estonia-based investment bank (1996-2006). Mr. Kalm is also the President of First Arcadia Corporation, a merger & acquisition advisory firm, from 1984 to the present. Formerly a business executive in oil & gas, investment and high technology industries, Mr. Kalm was previously a member of the State of California Employment Training Panel; past chairman and board member of Methodist Hospital of Southern California; former member of the Mechanical Engineering Advisory Committee at California State University – Long Beach, and; former president of Estonian League of the West Coast. Mr. Kalm is currently a director of the Estonian-American National Council, and has previously served as vice president of Americans for Congressional Action to Free the Baltic States, chairman of the Methodist Hospital Foundation, president of the Caltech Alumni Association, and national chairman of the Caltech Alumni Fund. Mr. Kalm earned his B.S. and M.S. degrees in civil engineering from Caltech and received his M.B.A. from Harvard University. Mr. Kalm and his wife Celia reside in Arcadia.

Bradley H. Mindlin     [select commissioner bio]

President and founder of Los Angeles-based Mindlin Companies, LLC, which specializes in the ownership, leasing and management of commercial properties. Member of both the Colorado and California Bar Associations, and recently served as the President of the Los Angeles County Real Estate Management Commission. Also served as a Commissioner on the Los Angeles Regional Water Quality Control Board, the Los Angeles City Convention Center Commission, and the Los Angeles City Planning Commission. Earned his B.A. in Economics from the University of California at San Diego, M.A. in Economics from Duke University, and JD with honors from Duke University School of Law. Mr. Mindlin and his wife, Lisa, have two children, J.T. (12) and David (9). They reside in Los Angeles, California.

Adam Murray     [select commissioner bio]

Adam Murray is the Executive Director of Inner City Law Center, a nonprofit legal services organization located on Skid Row. Prior to joining ICLC, Adam was a litigator with the international law firm of Howrey LLP. Adam has taught courses in economics and political science at East Los Angeles College. He sits on the board of the ACLU of Southern California, and previously served as president of the boards of both the Housing Rights Center of Southern California and the Immigration Center for Women and Children. He is also a former board member of the Fair Housing Council of the San Gabriel Valley, and of the Center for Progressive Leadership. Adam received a B.A. in International Relations from Pomona College, an M.A. in economics from Claremont Graduate University, and a J.D. from U.C. Berkeley’s Boalt Hall School of Law. Adam and his wife, Aman Thind, live in north-east Los Angeles. They enjoy playing soccer and spending time with their two young children.

Adam Nathanson     [select commissioner bio]

Adam Nathanson, President and CEO of Mapleton Investments, LLC, manages a broad range of global investments from private equity to hedge funds to direct investments. Mapleton Investments also owns an active real estate operating company that manages a diverse portfolio of properties. Prior to joining Mapleton Investments in 2011, Mr. Nathanson was President and CEO of Mapleton Communications for eight years. During his tenure, he built and grew the company into the 4th largest radio group serving the Western United States focused on mid-sized markets (2nd largest in California). Mr. Nathanson sold an equity position in Mapleton Communications to Lazard Alternative Investments in 2006. Mr. Nathanson began his career in 1992 as an executive in television as part of the launch team at MTV (Music Television) Europe based in London. From 1994 to 1998 Mr. Nathanson served as Director of New Business Development and part of the launch team of MTV Latin America based in Miami. There he supervised and developed the MTV brand, building businesses in nineteen countries throughout Latin America, traveling extensively throughout the region with a focus on Mexico, Chile, Argentina, Colombia, Venezuela, Uruguay and Peru. Presently, he is a Commissioner on Citizens’ Economy and Efficiency Commission for Los Angeles County, member of the Los Angeles Chapter of YPO (Young Presidents’ Organization), member of the Pacific Council on International Policy and Chair of its “Future Leaders” group. He previously served as a Library Commissioner for the City of Los Angeles and was a United States House of Representative Page (serving the 100th Congress). Nathanson received his Bachelor’s of Arts and Sciences degree from Tulane University in 1992.

Fred Piltz     [select commissioner bio]

Frederick M. Piltz, retired from the United States Department of the Interior in 2010 where he served as the department’s manager for Pacific Coast ocean environmental research for more than 30 years. He received his Ph.D. from the University of Southern California (1970) in marine biology and has served on a variety of committees and boards including the California Channel Islands National Marine Sanctuary Advisory Committee (1998 – 2010), representative for the Department to the People’s Republic of China for offshore oil and gas training, consultant to the government of Thailand for oil and gas platform decommissioning, Departmental liaison to several National Academy of Sciences panels, and the Department of the Interior representative to the West Coast Governors Agreement on Ocean Health. He is a recipient of the Department of the Interior’s Distinguished Service Award and served his religious community as a synagogue president and board member of United Synagogue for Conservative Judaism. He is married to Kathryn Hadlock-Piltz and they have three adult daughters. He lives in Westchester where his most recent passion is serving as a foster home for rescued Labrador Retrievers.

Janice Kamenir Reznik     [select commissioner bio]

Practiced environmental law with Reznik & Reznik, which eventually merged with Jeffer, Mangels, Butler and Marmaro, from 1982 until 2003. Chaired the environmental practice group and remained a partner until her retirement. Upon her retirement, co-founded Jewish World Watch, a non-profit grass roots organization established in 2004 to mobilize the community against the genocide in Darfur. Served as the Director of the Commission on Soviet Jewry for the Los Angeles Jewish Federation. Was President of California Women Lawyers, the statewide women’s bar, a Founder and President of California Women’s Law Center, a public interest organization advocating for the rights of women and girls, a trustee of the California State Bar’s Trust Fund, and a trustee of the LA County Bar. Past-chair of the LA County Judicial Procedures Commission and a former member of the LA County Child Support Advisory Board. Earned her B.A. from UCLA, M.A. from Hebrew Union College, and JD from UCLA School of Law. Ms. Kamenir Reznik and her husband, Benjamin, have three children, Yoni (26), Devi (24) and Sami (21).

Steven Ward     [select commissioner bio]

Comissioner Ward is a senior manager with Pavement Recycling Systems Inc. an employee owned company; the largest provider of specialty asphalt milling and recycling services in the Western United States, Mr. Ward is responsible for management of the business development/project estimating operations in PRSI’s Central Ca. and Nevada milling and restructuring markets. Prior to too assuming his current position Steven was owner/managing partner of West Coast Milling Inc. until its merger with PRSI in 2003. Mr. Ward is currently serving as an executive board member of the Antelope Valley Hispanic Chamber of Commerce. Steven served as an avionics technician in the U.S Naval Reserve receiving his honorable discharge in 1984. Steven and his wife, Deana Carter, reside in Palmdale. There is seldom a dull moment as Deana is a member of the Board of Directors for the Antelope Valley Fair creating many opportunities for volunteering their time as well as keeping up with the two children and six grandchildren they enjoy time with in both Palmdale and Long Beach.

Stefan Wolowicz     [select commissioner bio]

Concluding his career as a Certified Public Accountant, Steve Wolowicz recently retired from Zdonek & Wolowicz Accountancy Corporation. His professional background included financial audits, income taxes and a wide-range of business consulting and advisory engagements. He also served for two terms as Mayor and Councilmember of the City of Rancho Palos Verdes. Most recently he has been an Adjunct Professor at California State University Dominguez Hills, teaching courses in advanced accounting and auditing. He has a long history of community involvement including serving as the Chairman of the Board of the Torrance Area Chamber of Commerce, member and Past President of the Rotary Club of Del Amo-Torrance, Former Chair of his city’s Finance Advisory Committee, Past Chair of the Palos Verdes Peninsula Regional Law Enforcement Committee, Past Chair of the PV Peninsula Transit Authority, Past Executive Board member of the California Contract Cities Association. He was one of the co-founders of the South Bay Police and Fire Memorial Foundation, the Torrance Economic Development Task Force, The South Bay Science Foundation and Jobs Task Force, and served on various regional boards of directors including the Torrance-South Bay YMCA and the Torrance Memorial Medical Center. He received community awards including being recognized as “One of the sixty most influential Business Leaders in Torrance during the Past sixty Years,” and as “The Torrance Area Chamber of Commerce Outstanding Volunteer,” and the “Whittlesey Memorial Award.” He has served on the Boards of various youth sports leagues during a long period of coaching youth sports. He received his Bachelor of Science degree from California State University Northridge. He and his wife Mary Jo have three grown children and are the proud grandparents of five grandchildren.
